Clare is a lawyer, public administrator, businesswoman and politician, who has served as the Executive Director and Chief Executive Officer of the Rwanda Development Board since February 2017. Clare has formerly worked as the Head of Strategy and Policy for President of Rwanda and has held positions including chairperson of the Board of Directors of Aviation, Travel and Logistics (ATL), a holding company that owns Rwandair, Kigali Airport, & Akagera Aviation; Chief Operating Officer (COO) Rwanda Development Board (RDB); Trade Negotiator at WTO, Geneva and Diplomat in London. Clare holds a Masters degree in Public Administration from Harvard University, USA and a Masters of Laws in Trade and Investment Law (Pretoria, South Africa) and a Bachelor of Law (Makerere, Uganda)
